Charlton's Note 1 states "Modified tint $2 notes in prefix series BC were numbered 8600000 - 9999999" and Note 2 "Original tint in prefix series BP were numbered 7720000 - 9999999"
-so having the comment "Modified tint" is a good thing for prefix BC (commands higher BV) while having it on a BP note means it's more common (less BV).
