I've been collecting Franklin half dollars for a year. I've found that it's very difficult to get a high grade in either PF or MS. The highest I've gotten is a PF67. On PCGS & NGC there are no 69's or 70's.

What thoughts do you have about why this is so?

to CCF. Methods in minting back then was not that great.

The High Proof Cameos as muddler is posting are really gorgeous . I think the problem with the MS business strikes is they had a softer strike on an already bland design . specially noted on the reverse of these coins .

You have to remember that these coins were last struck almost 60 years ago. Quality control back then was nowhere near as good as it is now.

Have you guys even seen the prices for some of those Franklins in MS67 FBL? A new car costs less.

Apparently PCGS has graded 247 PF69 Franklin halves, 143 of which are Deep Cameo. The 1956 is the most common, with a total of 79 graded PF69 DCam. Even those are about $600-$700. PCGS also lists 1 single Walking Liberty half in PF69, a 1942. No PF69 DCam or even regular Cameo coins are known to exist for the Walker series.

62 is one of the best made dates and a lot of people that look for 69s want at least a CAM while many others are happy with a 67/68 of that date for $40ish.
