1996 Penny Minting Damage?

Found this in a roll of pennies. It appears to have been damaged in the minting process. The word "liberty" is missing and the N and T in "cent" look like they have been pushed out of place. The finish on the surface is rough and rippled with a band of red in the middle of the coin from top to bottom. I'm new at coin collecting so any opinions on this would be helpful.
