Yes - but PCGS had the coin in hand, while the armchair athletes here did not. PCGS might be more generous with circulated strikes, but they are pretty strict with mint state grading.
Unless you can demonstrate a clear interruption of the cartwheel lustre - it is impossible to assume what ICCS _might_ grade it. The weak elements the others are seeing here, are the result of a weak strike, which BOTH ICCS and PCGS know how to grade with mint state coins.
