I am confused, are these considered "Mint Sets" or "Proof Sets"? I have seen them referred to both ways. Thanks,

Both proof sets and mint sets were issued in cellophane, as well as the 1965 special mint set. Proof coins are specially produced coins with reflective fields. Best way to know is to post a picture of what you have. Someone will be able to tell you.

You can also search what sets were produced in cellophane for that year, often there is a difference between mint set and proof set packaging in any given year. Hope this helps

I have a variety of original envelop packs from the mint. For example they say 1963 P. C. in the lower left corner and they have the disclaimer from the mint. Pictures attached

That is a proof set.
This is a 1963 mint set
