Is this a doubled die coin? I'm so new that I have trouble identifying DDR vs Machine Doubling and/or error vs damaged

To CCF! That's Incused Machine Doubling. Very common on the ATB Quarters. Instead of being reduced in size, it's enlarged in size. On none incuse devices, it would usually be reduced in size. http://goccf.com/t/227708
