Is this a chip or a gouge?

Found this raised spot on the Lincoln Cent obverse bust near the date. I'm leaning towards a die chip given:

1) the anomaly is along the border of the chest device
2) the tall, skinny and abnormal shape of the anomaly

Thanks for the input!
