Unfortunately, this looks like a decidedly *not* rare 1983-P quarter with Machine Doubling on the obverse rim and "Quarter Dollar." No DDRs listed for this date on variety vista, and even if there were, you can tell by the shelf-like doubling that it's just MD.
No problem. I recommend using either variety vista http://www.varietyvista.com/ or wexler's die varieties https://doubleddie.com/1801.html if you're looking for error coins. It will save a lot of time to not be looking at coins with no known doubled dies, etc.
