Wow talk about deja Vu. I just found a similar error on a 2001 penny. Look at my post for comparison. Are they the same error.

Is the second strike incuse? Looks to me like someone just hammered the reverse of a second penny onto the obverse of this one. As I understand, this would be an out-of-collar double strike, which would cause the area struck with the second imprint to be significantly more warped than you're seeing here. Also, I don't think it would be easy for the coin to be struck, turn over between the dies and be struck reverse over obverse like that.
