What would a coin like this grade at with the few carbon spots and any way to get rid of them?

AU Spender . There is no way to eliminate those black spots .

Might be MS, but with those corrosion spots, agree it's just a spender.

The black spots are an advanced, terminal stage of verdigris called cupric oxide. It cannot be removed without damaging the coin. These are readily available in high grade, I would spend this one and find a nice MS example.
