Hi, I'd like to know what's with this weird frosted toning on my 1971-d Ike's observe.

It wasn't easy to pictured but this pic is pretty accurate to the look of the coin by naked eye.

And I would also like to know your opinions about approximate grade?

There is practically no hit at all to both sides of the coin, even hard to find hits under a 5x glass.

Although a very minor one on the jaw.

There is a very nice luster overall but it seems to totally extinguish when lights are out of the room. "In a sense"

This kinda dark frosting and these odd spots on the observe's field that I would like to know about?

Is it natural effect and doe's it affect the grade?

Looks like a weak strike to me.

Also that coin is pretty dirty, you might want to give it an acetone bath and ask again

A weak strike would have weak rims.

Not that I disagree, but the hair is the key to the strike quality on Ike's.
