It's damage. The "ink" is coincidental with the creases and folds. There were no folds or creases when the note was printed. The note is barely VF, "ink" stains notwithstanding.
"Dipping" is not considered cleaning... -from PCGS website

Your title says a $1 bill but you are showing a $2 note.

DBM, you're correct. I hadn't noticed that. Therefore it could not have happened at the time the bill was produced. Thanks. and mcshilling, I was a little hasty when posting. It is a $2.00 bill. Thank all of you for helping to clear it up.

Can you carefully scrape off any of the smear?

Seem to be a folded note which took humidity, more water soak at one point. the ink due to the processes of slow drying expand. If we look at the traces from the prospectus of the the half not left and wright, they are symmetric. No printer fault.
Paper show at 300x like was posted show an expansion,
