I can't tell by your photos, but here is a good way to judge for yourself. Cameo - or Deep/Ultra Cameo requires that all of the coin's devices - to include lettering have frost present. The difference between CAM and DCAM/UCAM is subjective and I have seen professionally-graded DCAM/UCAM coins that I think are not blanketed with frost to my satisfaction - think 1973 and 1974 Clad Ike Proofs and many Franklins without strong frost on cheeks and bells. If your coin has frost on all the devices and on the letters on the reverse and you are sure that it is present- then you have a coin that meets that minimum definition. If the coin has a very light frost layer or frost of the head and eagle but not on the letters, the services will likely not give you the designation- and I think more experienced collectors would agree with them.

I took this coin out of a sealed proof set.I thought it might be a cameo but wasn't sure due to my inexperience.I really appreciate all the help. Thank you!

Very close to Cameo. Here's a picture of a DCAM I just acquired today to show the frosting that Charles mentions.

So no one is seeing the background on the OPs' coin is not mirror like or so called "black"? Note the black mirror background on the quarter and note the cartwheel look on the background of the half dollar. John1

I think the obv is fairly nicely contrasted. However the Rev seems to be a bit lacking. If you were to send it to NGC, it would likely grade a PF67-69 Star. The star symbolizes an exceptional coin with either amazing contrast for a proof (typically obv cameos get stars), almost proof like fields, or fantastic eye appeal (toning or original surfaces (the last is very rare).
