1927 Penny Bubble Defect Error?

Would the defect on the obverse side be considered an error?
How would this occur and how does it affect the value?

Not an error - some sort of post-mint puncture, perhaps deliberate.

Looks very much like a drill hole to me.

From my understanding, a bubble error will either result in a raised blister covering the hole or a burst blister resulting in a crater effect.
