NGC, by the white prongs holding the coin.

Tokens are a different animal when it comes to grading and condition. I think this is an AU coin.

These don't show themselves very often, so I consider myself fortunate to have this one in my collection. There's another example coming up in the July Heritage sale of Part II of the Doug Robins collection. Also NGC-slabbed, it's graded MS-61 BN. Not sure it's that much better looking than mine, so if you'd like to come back and pitch in with your own comparison, here's their brightened-up de-browned image:
