Hi kceb10

I believe the coin is uncirculated , but the distractions on the bust will keep in the lower MS grades , my estimate is MS-62 .

I can't tell for sure about the bell lines from the pic so no comment on them .

still a pretty coin !

That's too bad about the damage on the bust, otherwise it would grade a lot higher. MS-62 also.
