Looks like it was rubbed up with a thumb and some water, but doesn't look abrasively wiped, I think this is an example of a coin that would straight grade but just doesn't have the best eye appeal.
However give it time and it'll probably retone nicely, and it may regain its original look easier than if it were cleaned with an abrasive.
