I am looking for imformation about a 66 mm cast bronze medal for the Bicentennial of the Inauguration of Washington.

The obverse shows a bust of Washington to the left with
: 1789 . 1989 | INAUGURATION
The reverse has a pricure of Mount Vernon and the text GEORGE WASHINGTON

There are no markings on the edge

My questions are: Who designed this medal and who issued it?
