I agree, vise job. The patterns on the obverse are mirror images of the reverse -- at least two of them: the large 0 (from "10" on the reverse) appears on the top of his head and above his eyes, and the "ER" in "fraternite" appear on his neck and behind his head. You can line up more letters from the reverse accordingly.
Someone took another example of this coin and squeezed them together with a vice at least two times, rotated in between, so the reverse of the other coin left an impression on the obverse of this one, each time.
