It looks like a foreign substance on the coin to me as well. If it can come off cleanly, great, but you still would have a 2017 Shield cent in rough condition. If its not something attached to the coin, it's then PMD. The overall condition of this coin isn't worth the effort either way. Spend it and keep searching!
