Seems to be a second design on both sides, perhaps pressed onto the coin using a vise and some sort of foreign substance? Have you tried soaking the coin in acetone?

Coinfrog, I like your idea. We already have no clue, other than environmental damage, what the complete story is with this coin do to, well, just a dang mess, acetone can't do much more negative.
