Seems to be a second design on both sides, perhaps pressed onto the coin using a vise and some sort of foreign substance? Have you tried soaking the coin in acetone?
John1, I thought this forum post somehow didn't get posted, do to an error of mine. Looking over my most recent posts, I saw it. I hate not getting right back with someone, my apologies. What's the contest? Who's involved? And will I be given handicap?
Coinfrog, I like your idea. We already have no clue, other than environmental damage, what the complete story is with this coin do to, well, just a dang mess, acetone can't do much more negative.
