1965 Washington Quarter SMS For Grading

I thought I would include the Washington quarter from the same set, which not surprisingly has the same kind of discoloration. I assume this is related to the cellophane packaging.
What I'm curious about is why the SMS Kennedy is considered a proof coin in the CoinWorld "Coin Values" section, but the Washington quarter is graded by Mint State?

SMS coins are not proof or mint state,they are SMS=special Mint Set. They are a hybrid,MS/PF.
