I am taking a wild guess - Looks like a merchant seal for tamper proofing used to confirm a bag, box etc.. has not been opened.
Is it pot metal- as in a type of pewter or lead?

I appreciate the help but this is not a seal. I find seals many kinds and are all in leads, this is in bronze.

I thought it was a bit large and the single hole made it a bit more unlikely... Bronze hmm I love finding stuff and identifying it but you are in a part of the world I don't know much about... Is that a grape motif on it you think? the 3 balls repeating on it twice?

Depicted on it is a saint. So we need to search in that direction. Maybe a part of a censer?
