So I found this coin last night. Is this strike issue on the reverse caused by grease? Doesn't look like it is worn down. I have seen the 2005 P "rust" quarter and was thinking this was similar.
It looks like a combination of grease on the die and the fact that the area in question is opposite the deepest part of the obverse die. The letters "D STATES of A" and E PLURIBUS UNUM sometimes are weak due to the depth of Lincoln's shoulder. The metal flows into the obverse during the strike leaving this area somewhat flat. The features of the Memorial can also be weak in the area opposite Lincoln's bust.
