It is clearly a Small Beads Dollar.
When I contacted NGC and explained the issue, I was told: If you do not like what it is, you have the option to return it for regrading.

So the questions here are:

1 would you keep it in the NGC holder?
2 would you break it out and send it to ICCS?
3 would you break it out and send it to CCCS?
4 would you break it out and send it to PCGS?
any comment is much appreciated

NGC clearly missed on this one ! Not fair but stuff happens !
Send it back to NGC and get them to reholder the coin.
They are really good to deal with on issues like this .
Another issue the coins are all PL one side and Business
strike , on the other. Never seen one any other way .
The reason being ...the coins were not a legitimate issue .
One of the 1960s back doored jobs .
These came out of the numismatic department of the Mint
that was situated in Hull Quebec at the time .
It has long been rumoured that the coins all ended up in
Hands of one of the old time Eastern Canadian Coin dealers .
They were then parcelled out to the big players in Canada around that
particular time . The figure that is most often thrown around is 485 pieces
of the small beads 1966 . Most often found "baggy" .
Over the years I have personally handled 3 pieces . One purchased
at Torex years ago From The Late Doug Robins ,
one that was acquired in an estate coin collection
from a law firm in Victoria BC , and one from a large US coin
firm for an old time customer . They are very difficult to acquire!

Send it to PCGS.
The cost of grading is negligible relative to the cost of secure insured shipping, and I believe the coin will sell more readily than in a NGC holder when the time comes for you to part with it.
"Dipping" is not considered cleaning...

very good information you have on that coin.
I guess we all know who that east coast dealer is. Most likely the same who had the 1967 oddities.
this is actually my second 66 SB and I am not a dealer.the first was PCGS green holder MS 62

Both have very interesting background stories.
maybe some day I will find one in my pocket change.

as you know, I am on (northern) Vancouver Island and it is not all that easy , and costly, to go to the US to mail from there.

I see people at all the coin shows looking for them in PL sets?

I guess by the above information that would be a waist of time if they all went out the back door of the Mint and that they were intentional man made errors?

I heard this very story a few times before. similar to some others in 1967. However, I also heard another story once only. So, who knows fore sure?
