It's not an error, FS-303 is a
variety of the 1869
Indian Head cent. It's a RPD (Repunched Date) variety to be specific.

If it was repunched on a working die, then all coins struck from that die would have the repunching. (The mint has changed processes several times, and which digits appear on the master and which are punched into the working die changes)

If you go to the listing above, and zoom in, you can clearly see the 6 and the 9 have "ghosts" behind them, "North" of the primary digits. If you only have the 9, it's not RPD-301.
I have to say, I don't see it the 6 looks like damage.
