Just seen on ebay, a slabbed coin described as 1/6

Great Britain Victoria Young Head 1858 Silver Shilling, Scarce, NGC MS64. Priced at £435!

It looks quite dirty to me and not like MS 64 at all?can toning ever look like dirt?
