Judaean Silver 'Owl' Fractional - Philistia? Achaemenid?

This piece is beyond my area of expertise. I've narrowed it down to being a silver fraction issued in Judaea an imitating an Athenian Owl, but so many varieties of these seem to exist having a hard time narrowing it down further, Weight is 0.98 grams. Any help appreciated. Thanks in advance.

Personally, I would list it as an obol (albeit a heavy one) of Philistia, uncertain mint - and, based on Athena's helmet and crest, 4th century BC. It's a bit heavy for an obol but it's not as though the standards for these imitatives were strict. I've seen other obols from the region that were close in weight to this. To my knowledge there were no diobol imitations of Owls minted in Philistia - and, in any event, it is too light for a diobol.

Thanks Bob - based on that I've taken a look at a lot of other Obols and I am inclined to agree with you. The weight is strange though, highest I could find elsewhere was 0.6 - as you say though, not like these were heavily controlled. Thanks again for your input.

I've spotted several of them between 0.7 and 0.9 gr. Here's one even heavier than yours, at 1.03 gr:
