Hi! I have this 50 cent 1941, I want your opinion about the grade? The marks on the obverse near the "VI" is on the plastic holder and not on the coin!

This coin was graded long time ago by ICCS, the guy that had it before me took it out to send it at PCGS but never did. It was MS-64
