The pictures are kind of hard to make out, but yes, appears to be one of the early stage die chips known as a "snow on the roof." Not really much added value for one like this. I wouldn't pay over face, myself.

Okay, just had to make sure. I have like 3 of these coins that has this type of look on the roof. Also had to ask. What is a small premium or premium in general when it comes to a coin?

Premium is the amount over face value that you can get for a coin. Typically the rarer the coin, the higher the premium. Also, condition plays big role as well.

ATB Quarters would need to have a significantly rare die event to be worth much of a premium. For a relatively minor one like this, you'd have a hard time getting 2x (or $0.50), since there's not a major difference to the eye. This is why ebay sellers will "hype" up a coin as being super-rare, never seen before to lure in a newbie and make a profit on a coin that should be worth face value.

You might want to look for the doubled die error (extra water pump handle) in the bottom window on the door.

It would look something like this.
