Yes it looks like a minor grease issue.

It looks to have been struck through a thin layer of grease.

the die had oil on it at the RT, GT and a large area of Washington's neck.

I finally solved that one with your help. I have seen this a lot, and thought that grease or oil were the culprit. Now I know. Thanks!
