I don't think this is a proof coin. The fields aren't mirrored and there's no S mint mark. The coin seems to have been a fairly strong strike, but the damage across the reverse kills any value the coin may have had.

Definitely not a proof coin, and the long gouge leaves it worth just face value.

Any 1975 proof would have an S mintmark. Too bad about the scratch.

Not a proof. Proof is not a condition or a grade,it is a minting process with special dies,blanks and added minting pressure as well as it being struck at least two times as opposed to one strike for a business struck coin with less pressure.
