Leningrad is the old name of Petersburg I think... and it shows Peter the Great fortress from that city. It says Admiralty in large letters, and something must have happened in 1823

The Leningrad Admiralty was built in 1823, architect Zakharov. That is basically what the medal says. The medal itself is from 1965. Here is one for sale on ebay: https://www.ebay.ie/itm/Vintage-USS...AOSwdb5dpP4f
