Hello,
I have a 25 cents that both side look a bit different .The reverse is matte with a rough surface, the reverse is shiny and we can still see the cartwheel , is it normal or it is an error ?

Looks like environmental damage. This may occur when one side remains in contact with an "aggressive" substance for a prolonged time. BTW, what do you mean with "we can still see the cartwheel" ?

The obverse side has been lying on a wet and chemically aggressive surface for an extended period.

I mean the cartwheel effect you see on coins in high grades.
