Cartwheels, Coins, Cleaning, And... Proof Like?

Hey guys!

Should all MS/uncirculated coins have cartwheel luster? (Assuming their surfaces aren't too toned or scratched). I know that normally, a lack of cartwheel luster can indicate polishing or cleaning, but what about the DMPL morgans that have very little cartwheel luster? Is there anything specific that I should look for to help me identify if a coin is just unusually proof/mirror like vs if it has been cleaned or polished?

Everything depends on the individual coin. There is no way to generalize on this issue.
