For small coins in 2x2 flips meant for larger coins, I just take a super sharp knife and cut as closely to the cardboard as possible. Its a lot safer this way and doesn't cause any dust from the cardboard to get on the coin. Only do it for coins in 2x2's made for bigger coins so the area between the coin and the edge of the cardboard is farther and you are less likely to scratch the coin.
