1958 Double Mint Coin Sets Paper Cover Stuck To Holder

I have one of those 1958 double mint coin sets that came in the cardboard holders with the green paper on either sides. I have kept these in my safe with a 500 gram package of the desiccant. I imagine I forgot to dry out the desiccant when I was suppose to, but the paper on the mint set is now stuck to the cardboard holder.

Any ideas how would I go about getting that paper unstuck without tearing it? The first thing that came to mind was steam, but I thought I'd better ask first.

You might try increasing the humidity but I'm not sure I would try steam. And this may be a foolish question but you do know that the paper is only loose on one side of the holder?

No, I did not know that, I have 2 of these, one set the paper is loose on both sides, and the other set the paper is loose on one side only. It's not that big of a deal, these are extra sets anyways that really aren't in that good of shape, I have 3 of the single sets in way better condition.
