What do you think about value of this slabbed coin? No numerical grade, but a famous name on it.
No criminally visible hairlines, but coin was cleaned.

but why would NGC not give it a grade?

My guess that someone decided don't pay for grade, because "pl details cleaned" sounds worse than "genuine".

PCGS uses detail, NGC uses Genuine for problem coins without a numeric grade, kind of their way to let collectors instantly to know it's a problem coin

It's not something I'd be interested in paying a premium for. I suppose a big fan may. It reminds me of the Neil Armstrong items that went up for sale recently.
