So I've run into a bit of an issue. I have a group of stuff I'm sending off to PCGS and everything is going to the same tier. The problem is PCGS only gives me 20 Lines to put coins, and I have 23 Lines worth of coins. If it's all going on the same tier, do I have to pay shipping and all that twice?

I sent them an e-mail about your question.
Since it's earlier than 5PM in California right now, I may get an answer today.

Oops, forgot it's Saturday.
Won't get an answer until Monday.

Being retired I forget sometimes what the day of the week it is.

What I've always done is at the top center of the page just number your pages 1of 2, 2 of 2, etc. Fill out all the personal info at the top of the page on ALL pages , service level on ALL pages, sign ALL pages, BUT just fill out the lower portion of the submission form (total quantity, cost, shipping, payment, etc.) on the last page only.

Never had any issues. Only charged once on shipping and handling fee.

Edit: Looking at a form now: fill out #1-6 and 11 on BOTH pages. #8-10 on just the LAST page.

I'm pretty sure I've even just written a note saying " all one submission, ship together" on one just bc I can and I'm always worried something will get messed up haha.

Just how I've done it with both them and ANACS. Not sure how they prefer it to be done though.
