Can't be an RPM, they stopped in 1989, possibly a oddly placed die gouge, not an RPM though.

Looks like a contact mark from the edge of another coin to me. There are two similar marks in this picture: one at the bottom of the 1 and one on the rim. The mark on the 1 clearly has displaced metal, likely meaning PMD.

On the overall date and MM, looks like a plating issue, and yes, the "1" took a hit post mint.
