what is this "rain Fogg" on both sides of this quarter?
Could this be PMD? I think not, even though I am not sure.
thanks guys, your input is appreciated.

If one were to hold a coin in either hand for viewing, it would probably be held in those two spots.
People may not have known in 1944, or even today, that oil from your hands can cause permanent damage to your coins.
I would surmise that someone tried to clean the oil off, leaving the damage that is there.
Just a guess, but it seems to support the evidence seen on the coin.

It is None of the 2 suggestions.
I got fooled myself (happens often)
The type of lights I used (LED white) created some kind of a reflection where, my guess, some more stress was applied when the coin was struck causing the silver to reflect differently.
I re-did the images with another light source and another lens. voila, no issue. It proves that much can be done with lights and lenses to make a coin look good.
It is amazing how different these two images are and the different details each "brings to light".
This is the SAME coin!!
