So I first thought PMD when I saw the issue with the rim, but then I followed the copper color through the "E" and edges of the anomaly into the hair. Thoughts on what the cause is?

Looked at the coin a little more. There is some doubling, but I believe it to be MD. Could the issue been on the planchet before it was struck? Did the rim issue happen at the mint ?

It could be a rim burr.

Looks like PMD where the rim meets the field and subsequent peeling of the clad layer.

Very interesting thought @MOS0239. Could it be a rim burr that was struck through? That might explain the color in the "E" and the overall shape and pattern of the anomaly.

Not sure.

Here's a definition of Rim Burr:

Rim Burr: This is a form of pre-strike damage to the rim caused by the feeder finger, whereby a portion of the proto-rim is "sliced" or "gouged" up and subsequently struck into the coin face. The burr can be still partially attached to the rim, or can be completely detached and struck into the coin face in any location and orientation.

It does look to me like you could just fold that "slice" or burr right back up into place on the rim.
