Repunched Mintmarks stopped being produced in 1990, so it's impossible for this to be one.

What you see there is Split Plating Doubling, not worth anything.

I agree. The mint marks are now part of how the die is initially made instead of being added of the dies at the mint. Before the dies could be sent to any mint that needed them and they then "punched" in the mint mark.
