So I know some State Quarters were struck on experimental planchet but what do you guys make of this?

US quarters weigh 5.67 grams with a tolerance of ± 0.227 grams, so a weight of 5.9 is very slightly over the tolerance range, not enough to gain any sort of premium or cause notice.

I agree.

Your scale is displaying to the tenths place, so even a weight within tolerance, such as 5.85 g, would be displayed as 5.9 g. Rounding creates its own errors/uncertainty, and the scale might not be capable of precision beyond a tenth of a gram.
