date 2003A
Is it worth anything

Sorry, I don't think so. It's in the low millions, but actual low numbers would be in the 10k range.

As for the number, 3838 *might* be something... but not exactly uncommon...

This would be a low serial number I found in my wife's change You really want to look for 4 or more zeroes.

Are ones like that even obtainable? Or are they sent off to greedy fatcats in government and collectors instead of hitting the banks like all other bricks

This bill is from a web site owned by a person I have done business with. The seller has low serials, fancies, repeaters, radars etc. Some bills are quite affordable others are very expensive. I won't post the site unless a Mod OKs it. It's an interesting site to just browse. If anybody wants the link let me know. Another spectacular example:
