In that case, the 2012 Red Poppy that had to be purchased with a $10 donation from RSL clubs and a mintage of only 0.5 was intended for circulation. Doesn't sit right with me. And I've yet to noodle one of these circulated coins. The 2016 Changeover dollar only had 0.56 mintage yet I've noodled several of those. Yes, rolls of 2012 poppies were sent to the RSL clubs where the volunteers attached them to the cards (sometimes with glue!). Apparently some branches ran out of time and there was a big rush so they sold the rolls as is. I assume the rolls went for $200 each. The rolls still turn up on E-bay at astronomical prices. I also suspect, given the tendency for rolls and bags of new releases to appear on E-bay before they even get near the banks, that those with contacts in Armaguard and the like probably hijacked a few before they made it to the RSLs.
