What Does "Pop 1/0" Mean?

I've been looking at ebay listings and found a few coins listed as Pop 1/0 and 2/0... etc in PCGS holders. I know Pop 1/1 would mean you have the only example. But Pop 1/0, what does this mean?

How can you have 1 of 0 things?

IIRC, the numbers are "pop in this grade" and "pop higher". So 1/1 would mean the single second best example, while 1/0 means single top best and 2/0 means one of a tie of two top best.

Oh that makes more sense, my understanding of population reports was missing an important piece number/higher not just number/total
