It's a lamination, a defective planchet.
"Dipping" is not considered cleaning...

Go to the search box and type in "lamination", and you will get a lot of other posts with photos of this type of planchet problem and explanations.

The metal in the planchet wasn't mixed correctly and part separated before or during the strike.
