Have a small collection of nice Canadian commemorative dollars of various years but the 1981 commemorative dollar is the only proof variant I have. Is this coin considered a cameo coin? Does the cameo designation have to be established by the mint? Not "frosty" enough to be considered a cameo coin? Hoping to chip away at completing the 50% silver Canadian commemorative dollar collection over 2021.

No. The Mint is not the one that designates whether a coin is Cameo/Deep Cameo or non-Cameo. Such designation is assigned by a grading service or an individual who is grading the coin w/o using a third-party grading ( TPG) service. On a proof coin, the level of cameo is determined by the difference between the reflectivity of the fields vs. the frostiness of the devices. Only coins with the highest degree of contrast are designated as Deep Cameo or Ultra Cameo.

It looks to be, but the lighting/color of the images makes it a little difficult to tell for sure. The apparent condition of the capsule also makes it harder to tell for sure.
