I remember when the mint re-worked the design of the Lincoln Cent in 1969. Was this the first time they reworked the obverse side since 1909? Did they re-work the obverse in 1959? And how many times have they done it since 1969 (besides the obvious reverse)? If you look at the Lincoln Cents obverse during the 1960's they are very dull, lacking any detail, which was "cured" when they overhauled in 1969.

The mint would tweak the designs on both sides every couple years.

As BK showed, it's fairly complicated if you look at it technically. However, the obverse master hub major changes can be generalized to:

1909 New
1915 Detail added
1916 Lots of detail added, major update
1927 (not really a change but the mints all improved quality)
1968 Last year for the master obverse hub
1969 New hub
1982 Big design changes for new copper plated zincs
